Lynn Moore Jr., President & CEO

Lynn Moore currently serves as president & CEO of Tyler Technologies, a position he has held since 2018. He joined Tyler in 1998 as its first in house legal counsel and was quickly named secretary to Tyler’s board of directors. Prior to his appointment as CEO, Lynn served as executive vice president and chief legal officer,managing the company's legal department, mergers and acquisitions, and asset allocations. Throughout his tenure, he has worked closely with senior leaders to define and build Tyler’s legal, financial, operational, and organizational strengths.

Lynn has also been instrumental in overseeing more than 5 5 strategic mergers and acquisitions during his tenure at Tyler. In addition, Tyler’s combined organic and acquisition revenue growth has nearly doubled during his tenure as CEO. He is currently leading Tyler’s strategy to transition its technology solutions to the cloud.

Before joining Tyler, Lynn was with the law firm of Hughes & Luce (now K&L Gates) in Dallas, Texas. During his six years with the firm, Lynn gained experience in litigation and corporate securities – which included work on M&A deals, financing, IPOs, etc., as well as serving large clients such as ACS and Perot Systems. He holds an undergraduate degree in economics from Georgetown University and earned his Juris Doctor degree from the University of Texas School of Law.

Bruce Graham, Senior Strategy Advisor

Bruce joined Tyler in 2008 as president of the Courts & Justice Division. Under his leadership, the division saw an aggressive expansion of its revenues and services, and in 2016, Bruce was named chief strategy officer for the company. In January 2020, he transitioned to the role of senior strategy officer, continuing to work with other Tyler executives in shaping vision and strategy while also pursuing his passion of working with nonprofit organization Both Ends Believing. Tyler partners with Both Ends Believing to provide Children First software to manage cases, plan outcomes, and place children with loving families. Prior to Tyler, he served as senior vice president of consulting and global and enterprise accounts at BEA Systems, now part of Oracle, launching and leading their service-oriented architecture (SOA) practice. In the early 1990s, Bruce was a founding partner at The Feld Group, an IT strategy and technology management firm that served Fortune 200 companies. An alumnus of Texas Tech University, Bruce has served as chief information officer of several multi-billion dollar enterprises, in addition to serving as chief operating officer and chief executive officer of a publicly held application service provider.

Jeff Puckett, Chief Operating Officer

Jeff joined Tyler in 1991 and has had roles in implementation, client support, and project management. He has held leadership positions across every aspect of Tyler’s courts and justice operations. Jeff led the initial development of the Odyssey courts solution as vice president of software development, led its national rollout as vice president of sales, and then served as president of the Courts & Justice Division. In 2017, he was named senior vice president of strategic initiatives, where he led the integration of Tyler’s Data & Insights Division into the company. Jeff was named Tyler’s chief strategy officer in January 2020. He was then named chief operating officer in February 2021. Prior to joining Tyler, Jeff was a Tyler client, serving as a deputy sheriff for Denton County, Texas. He holds a Bachelor of Business Administration in management information systems from the University of North Texas.

Bret Dixon, President, State & Federal Group

Bret joined Tyler in 2008 as chief operating officer of the Courts & Justice Division. During his tenure the division achieved record performance in employee and client satisfaction, implementation success and financial efficiency. In 2016, he was named president of the Justice Group, where he leads the continued expansion of the Courts & Justice Division as well as the integration of newly acquired New World Systems, now Tyler’s Public Safety Division. In 2022, Bret was named president of the State & Federal Group, which includes the NIC and Federal Divisions. Prior to Tyler, Bret served as senior vice president for BEA Systems where he redesigned and led its 350-person global systems engineering organization, in addition to over seeing the $550 million American consulting, support and education business unit. Bret has led multiple consulting engagements that produced critical IT turnaround strategies for Fortune 200 companies, and a variety of assignments during an 11-year stint at IBM in the areas of sales, professional services and outsourcing. He holds a bachelor’s degree from Texas Tech University.

Brian Miller, EVP, Chief Financial Officer and Treasurer

Brian began his career at Tyler in 1997 as vice president and chief accounting officer, a position he held until 1999 when he was promoted as vice president of finance and treasurer. Since 2008, he has been Tyler’s executive vice president and chief financial officer. Before joining Tyler, he held various senior management positions at Metro Airlines, Inc., a regional airline holding company operating as American Eagle. Prior to Metro Airlines, he was an audit manager with Ernst &Young, an international CPA firm. Brian is a graduate of Texas A&M University and is a certified public accountant.
